The Partnership to Advance Constitutional Equal Rights (PACER) is a network of members of civil society, academics, jurists, lawyers, movement builders, policymakers and others coming together to advance the realization of equal rights in all the world’s constitutions. PACER brings together:
- Senior justices from top courts including, among others: the Constitutional Court of South Africa, the High Court of Kenya, and the Supreme Court of Papua New Guinea;
- Leading global civil society organizations including, among others: Equality Now, Amnesty International, Human Rights Watch, and the International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA);
- Leading national organizations including, among others: Section 27 (South Africa), the Public Defender Society of Nepal, Dejusticia (Colombia), Uraia Trust (Kenya), the Initiative for Social and Economic Rights (Uganda), and the Centre for Law and Policy Research (India).
PACER was formed in 2019 in Boschendal, South Africa at an inaugural meeting on Advancing Constitutional Economic, Social and Equal Rights by Building a Global Network and Designing a Learning Agenda to Accelerate Change, co-hosted by WORLD and Section27. The network’s membership and impact was further strengthened at its second meeting in Kenya in 2020, where leaders spanning more than 20 organizations and 5 continents came together to plan action-oriented steps to accelerate equality and economic empowerment for all through collaborative work across settings.
